About Norm

For more than 35 years, I have served Collingwood as a municipal councillor, engineering professional, community leader, and advocate for municipalities across Ontario. My career has been dedicated to solving problems, protecting taxpayers, and delivering projects that strengthen our community.

As a former Collingwood Councillor (1993–1999, 2002–2010) with 14 years of municipal leadership, a municipal engineering professional, and a leader in provincial municipal organizations, I bring the experience to lead from day one.

I am currently managing a team of engineering professionals and consultants on a $500 million housing-enabling capital program for a municipal client. This sewer and water program is designed to enable the municipality’s growth and development to meet provincial housing targets.

During my years on Council and through my professional career, I helped advance projects that continue to benefit our community today, including:

• Helped deliver Collingwood’s new Museum and LEED Gold Public Library
• Served on the Affordable Housing Task Force that helped bring Collingwood’s first new affordable housing project in decades
• Chaired the Georgian Trail Board, overseeing development of the 35 km trail connecting Collingwood and Meaford
• Led or managed major local infrastructure projects, including water system upgrades, booster stations, watermain improvements, and long-term planning for future growth
• Worked on accessibility, recreation, cultural, and community initiatives that strengthened quality of life for residents

As a Certified Engineering Technologist and senior municipal infrastructure professional for 30 years, I managed complex engineering projects, multidisciplinary teams, and public consultations while working closely with municipalities across Ontario.

Projects in Collingwood included:

• Planning and modelling the Town’s water distribution system for future growth
• Design and construction management of the water booster pumping stations at Admiral Collingwood Public School, Georgian Meadows, and Osler Bluff Road
• Management of the Long Point Road watermain and the interconnection with the Town of The Blue Mountains
• Rehabilitation and improvements to the Collingwood water tower
• Computer modelling that helped guide design of the Collingwood–New Tecumseth water transmission system
• Collingwood water asset management plan

This experience means understanding not only how to build infrastructure, but also how to plan for it responsibly and pay for it wisely.

I have represented municipalities at the highest levels in Ontario, serving as:

• President, Association of Municipalities of Ontario (AMO), representing 222 municipalities across the province
• Chair, Ontario Small Urban Municipalities, advocating for communities like ours
• Serving on or leading numerous AMO task forces on planning, energy, brownfields, and municipal finance

Working alongside municipal leaders from across the province, I advocated for stronger communities, improved legislation, and better funding for local governments.

As Senior Relationship Manager with the Nuclear Waste Management Organization, I led municipal and public engagement across Ontario communities considering participation in one of Canada’s most significant infrastructure initiatives.

That role required listening carefully, bringing people together, and ensuring community voices were heard before decisions were made.

Throughout my career, I have delivered hundreds of presentations to councils, community organizations, businesses, and stakeholder groups, translating complex issues into practical solutions people can understand.

I have also taught municipal services at Georgian College, coached youth soccer, instructed with the Canadian Ski Patrol, and spoken at conferences across Canada and internationally.

As a Certified Engineering Technologist with decades of experience managing infrastructure, budgets, public consultation, and multidisciplinary teams, I know how to turn good ideas into real results.
